Community Cats: Trap-Neuter-Return (TNR) Program

The City of Bedford has partnered with Feral Cat Friends, Inc., a 501(c)(3) nonprofit organization, to help humanely reduce the community cat population within city limits through a Trap-Neuter-Return (TNR) program.

The city has appropriated funds towards the veterinary fees involved in spay/neuter services. There is no cost to property owners within Bedford city limits to participate, while appropriated funding exists. Services are provided through Feral Cat Friends, Inc. and are subject to resource availability for timeframe of assistance (i.e. available volunteers, traps, transport drivers, etc.). 


Services Provided

Through this program, Feral Cat Friends will assist City of Bedford residents with safely trapping stray or neighborhood cats and transporting them to Pets Alive in Bloomington for the following services:

  • Spay or neuter surgery
  • Rabies vaccination
  • FVRCP vaccination
  • Mandatory ear tip, an identifiable mark that indicates the cat is already sterile
  • One dose of ​Senergy®, a month-long topical treatment that provides:
  • ○
    Flea prevention
  • ○
    Ear mite treatment
  • ○
    Treatment for roundworms and hookworms

Program Process

  • Cats remain overnight after surgery for recovery.
  • Cats are returned to their original location the following day.
  • All cats must be trapped in live, humane traps (cat carriers cannot be used).
  • One cat per trap only, including kittens.
  • It is important that all cats in a colony are trapped before Feral Cat Friends moves on to another location.

Important Guidelines

  • This program is only for unowned/unhoused stray or neighborhood cats and does not include indoor pet cats. 
  • Residents should be aware that if their pet cat is indoor/outdoor, is not sterilized, and is not wearing a collar, it may be trapped through the TNR program which will result in its ear being tipped. Feral Cat Friends cannot differentiate between owned and unowned cats unless a collar is present.
  • Feral Cat Friends works closely with each colony caregiver to ensure cats are:

    Safely trapped and returned to their original location

    Transported in an enclosed, heated or air-conditioned vehicle

Trap-Neuter-Return is widely recognized as the most effective and humane way to reduce cat overpopulation. One unaltered female cat can have up to three litters per year, quickly leading to exponential growth. Spaying and neutering also provide behavioral benefits, including reduced fighting, roaming, spraying, and nuisance behaviors.
